Annotation setting

The requirement is to introduce a setting at either the user or admin level that allows predefined defaults for "annotation transparency" (e.g., 30%) and "annotation color" (e.g., Red).

Currently, while users can manually adjust these settings while adding annotations, they have to do so for every annotation individually. The goal is to streamline the process by enabling users to set their preferred values once, so they automatically apply to all annotations without repeated manual adjustments.
